The felt is held onto the tank by the metal wire cage and is used to distribute the pesticide from the cattle oiler tank to the mop. The fluid is dripped onto the felt when the oiler tank is tipped or agitated, allowing it to be transferred gradually to the mop.
The felt is gray and circled in blue in the picture above and is exclusively for all three cattle oiler lengths.

Cattle oiler felt and wire cage
The gray felt is held to the tank by the surrounding wire mesh and covers the weep holes for a controlled distribution of pesticide to the mop.
